Collection of Paper for Recycling

Message :

The six floor bldg. where I live does not recycle anything. They may have in the past but it didn't work out well and it was stopped. I know of other apt. bldgs. where they also do not recycle anything as well. Even if they had a cardboard collection dumpster - this would help greatly for the amount of trash that comes from so many people. How would one get this measure passed?
